Washington, D.C., October 9, 2008 – The Inter-American Commission on Human Rights (IACHR) announces the schedule of public hearings for its 133th period of sessions, which will take place October 15-31, 2008. The hearings will be held October 22-28 on the TL level of the General Secretariat Building of the Organization of American States (OAS), at 1889 F St. NW, Washington, D.C., 20006.


Anyone interested in attending the public hearings may do so, and no advance registration is required. Journalists do not need any special accreditation.

Audio recordings of all public hearings will be posted on the Commission’s Web site (www.iachr.org). During the sessions, the hearings held in Room A will be webcast live on the OAS site (www.oas.org). The videos of those hearings will also be posted on the Web sites of both the OAS and the Commission. Those interested may request high-quality copies of the recordings.

Berlin / Reichenbach.. (and /red). Die Karawane für die Rechte der Flüchtlinge und MigrantInnen fordert die Familienzusammenführung von Sophia, Sandra und Sonia Omoroghomwan mit ihrer Mutter Claudia und ihrer Schwester Dammiana.


Am Donnerstag, den 2. Oktober 2008, kam eine Delegation der Aktionskonferenz zum 10-jährigen Bestehens der Karawane von Weimar nach Reichenbach (Vogtlandkreis), um die Solidarität der Karawane mit Claudia Omoroghomwan aus Nigeria und ihren Kindern Sonia, Sandra und Sofia zum Ausdruck zu bringen.

Die Mädchen sind der Mutter in den letzten Wochen unter formalen Vorwänden durch das Familiengericht Plauen und das Jugendamt Vogtlandkreis entzogen worden, offensichtlich in der Absicht, sie von ihr zu entfremden. Sie sind nunmehr gezwungen, völlig isoliert von ihrer einzigen Bezugsperson zu leben. Die Karawane protestierte gegen diese Trennung mit einer Kundgebung.

Beim Gedanken an die Kundgebung fühlten sich Ausländerbehörde und Jugendamt offensichtlich nicht sehr wohl, denn aus inhaltlich nicht überzeugenden Gründen wurde die Auflage erteilt, die Veranstaltung einige Straßenzüge außerhalb der Fußgängerzone zwischen Bäumen und Autos und ohne Publikum stattfinden zu lassen.

Nach kurzer Rede wurde die Versammlung beendet. Danach wurden in der Fußgängerzone die Informationen über das Vorgehen der Behörden gegen Frau Omoroghomwan verbreitet. Viele Menschen nahmen die Informationen interessiert auf, einige sagten sofort, dass sie die Proteste für die Familie unterstützen werden..

Laut der Organisation Karawane habe die lokale Presse an diesem Tag bereits einen diffamierenden Artikel gedruckt. Die Menschen in Reichenbach konnten jetzt die direkte Informationen und die Hintergründe durch die Delegation der Karawane und durch Caudia Omoroghomwan selbst erfahren.

Der Besuch von Vertretern der Karawande beim Jugendamt löste Reaktionen wie "ich weiß von nichts", "ich habe damit nichts zu tun", "der Chef ist verantwortlich -- ist aber nicht da" aus.

Die Protestaktion in Reichenbach ist der Auftakt einer breiten Kampagne für die Familie Omoroghomwan sein.

Ana, 19 from El Salvador, had been abandoned by her parents and was not yet a teenager when she was sexually assaulted by her teacher. She said: “My grandma put me in school and always told me to obey my teacher. I grew up thinking that if I didn’t obey my teacher I would be punished.

“When my teacher asked me to stay with him after class I obeyed, and I obeyed when he asked me to allow him to touch me because he said that he was like a father to me and that he had to teach me fatherly things because I didn’t have a father. I was 10 or 11 at that time and I thought he cared about me much more than my own parents because he had never left me.”

Sexual assault is just one form of violence in school that affects millions of children throughout the world. Each year, it’s estimated more than 350,000,000 children fall victim to some form of violence in school: the sheer scale of the problem not only affects the individual’s personality, mental and physical health, and future potential but also has a knock-on effect for their families, communities and national economies. Violence in schools ruins the one real chance of a better and more prosperous life for many children, and denies the communities and countries of a vital national asset. And all this is going on everyday, everywhere in schools that are supposed to nurture and protect them.

Sandler is Deputy Executive Director-Program for the United Nations Development Fund for Women (UNIFEM).


As an example of the power of media she told the story of Mukhtar Mai from Pakistan, who was gang raped and, with the assistance of friends, was able to get the word out to local and international media, shaming the authorities into action.

Sandler paid tribute to the work WACC has been doing in monitoring how the media portrays women, a portrayal that is still abysmal. She showed a clip from the video Sexism Sells, which shows the stunningly sexist way American journalists have covered American politician Hillary Clinton.

To change the way media portrays women requires accountability. This means that power-holders must be answerable for policies and resources that protect women’s rights and that they must take corrective action. An important tool is what Sandler calls “purposeful media”—media that links people to action. Sandler shared the work of Breakthrough, an international human rights organization that has done some significant purposeful media in India. The Indian government passed a law on domestic violence but it was not being implemented adequately. Breakthrough created a TV commercial called “ring the bell,” that encouraged men and women to intervene to undertake simple acts like ringing a doorbell to stop domestic violence.

UNIFEM has also been experimenting with communications technologies to galvanize action. Its “Say No to Violence” campaign asks people to visit the website www.saynotoviolence.org and support the campaign with the click of a mouse. “These examples do not represent fundamental institutional transformation in the media,” Sandler acknowledged. As one of the ways to achieve this, she recommended that social justice groups produce media content on gender issues with the same polished quality that people are used to seeing in mainstream media. Partnerships are also key to transformation. “We can’t do this alone,” she said. “Working together, finding a way to bring synergy…is a precondition for making the kind of change we want to see.”

Two Filipino radio broadcasters based in the southern island of Mindanao received death threats after reporting alleged extortion activities involving some local government officials.


Erin Lumosbog of RPN-9's radio station dxKT-Radyo Ronda (Roving Radio) Davao and James Pala of dxAM-Radyo Rapido (Rapid Radio) said they received the threats on their mobile phones telling them to stop discussing alleged extortion activities by some councilors of the municipality of Santa Cruz in Davao del Sur, an Inquirer.net 7
October report said.

In a phone interview with the Center for Media Freedom and Responsibility (CMFR) last 8 October, Lumosbog said the threats came after he discussed on his radio program allegations by a local businessman that some municipal council members had asked him for P1.2 million (approx. USD 25,586) in exchange for their approval of
his request to quarry in their jurisdiction.

The businessman was able to raise only P480,000 (approx. USD 10,235). His request was denied. The businessman approached the media for help when the councilors allegedly refused to return his P480,000.

Inquirer.net quoted one of the messages as saying, "If you will not stop doing commentaries on the Santa Cruz issue, bullets might force you to stop." Lumosbog tried calling the numbers used to send him the threats but all had been deactivated.

Lumosbog continues to discuss the issue in his radio program but said he is taking precautionary measures. "If we let the threats affect us, our radio program will be ruined," he said in Filipino. He explained that he has lessened his field activities and is staying in a "safe house."

"We have been asking the councilors to explain their side," Lumosbog said in Filipino. But he said the councilors seem to be avoiding the media. "When we went to see the councilors allegedly involved, they suddenly disappeared from the session hall," he said.

There is an ongoing investigation on the alleged extortion activities. Santa Cruz municipal mayor Joel Ray Lopez told Inquirer.net that several businessmen did "(decide) to withdraw their investments (in Santa Cruz) because some councilors were
asking money from them in exchange for some favors."

TJA urges all sides to stop using violence and instead pause to review their respective positions in order to look for a peaceful solution to the on-going political conflict.

The Association is also concerned with the safety of the reporters in the field given that many of them were injured in this incident.

New York / London / Paris. People need to be informed about their human rights and they need education in human rights. Thomas Hammarberg, Council of Europe Commssioner for Human Rights has published a statement in concern of the human rights and how people should claim their humman rights.

"Human rights can only be realized if people are informed about their rights and know how to use them. Education about human rights is therefore central to the effective implementation of the agreed standards. While this was emphasized 60 years ago when the Universal Declaration of Human Rights was adopted, we are still far from ensuring that people know their rights and understand how to claim them.

The good news is that human rights education is receiving much needed attention at the European or international level. Resolutions have been adopted, conferences held and action plans issued by the United Nations agencies, not least UNESCO. The Council of Europe is particularly active in this field. Non-governmental organizations have also initiated valuable programs.

The current challenge remains one of translating these recommendations into concrete action at the national level. Human rights education needs to be more than a simple repetition of the various legal conventions with little explanation as to their relevance to ordinary people in their daily lives.

My experience is that a number of governments have not given sufficient priority to human rights education in schools. The allocated time is limited and the pedagogic methods unsuitable. The emphasis has been on preparing the pupils for the labour market rather than developing life skills which would incorporate human rights values.

More worryingly, it seems that some governments fear that a human rights approach in the schools could breed unwanted criticism and even undermine government policies. This is an undemocratic and short-sighted attitude. Educating citizens in their human rights creates an informed society which in turn strengthens democracy. For the Council of Europe, therefore, human rights education is crucially important.

International actors should focus efforts on assisting countries to develop their own programs, with education materials tailored to the particular needs of individual countries. The UN World Programe for Human Rights Education, which started in 2005, aims to give guidance on how such national efforts can be planned and enforced. 'Education for Democratic Citizenship and Human Rights', one of the projects currently being run by the Council of Europe, builds on the experience of a network of national coordinators.

An European resource centre on education for intercultural understanding, human rights and democratic citizenship (the European Wergeland Centre) will open in the autumn in Oslo. The centre will carry out and support research, provide in-service training for teachers and disseminate information and serve as platform and meeting place for relevant actors. Countries can indeed learn from one another.

The school system will certainly remain at the root of making young generations aware of their rights and how to use them. Not only should the school provide the key facts about human rights norms and the mechanisms for their protection, it also has a vital role to play in fostering values such as respect for others, non-discrimination, gender equality and democratic participation.

Inter-cultural understanding and respect have to be stressed in such learning. When the Convention on the Rights of the Child lists values to be promoted, it makes special mention of respect for 'the national values of the country in which the child is living, the country from which he or she may originate, and for civilizations different from his or her own'. Human right education should therefore be committed to an inclusive approach to societal diversity (1).

School curricula, education materials, pedagogic methods and the training of teachers have to be in conformity with such ambitions. At the same time, it is crucial that life in schools benefits from a human rights atmosphere. ! There should be both 'human rights through education' and 'human rights in education'.

The school itself must demonstrate that it takes human rights seriously. Pupils should be welcome to express their views and to participate in the running of the school as much as possible. The atmosphere in school should be characterized by mutual understanding, respect and responsibility between all actors. I have seen such schools and noticed that they tend to function much better than those run on an authoritarian model. Pupils learn social and other life skills, not only facts.

Teachers and principals have a key role for developing such schools. In addition, they need the support of local and central authorities and not least the Ministry of Education. Educational policies should promote a rights-based approach. Teacher training for all teachers, regardless of their specialization, should be conceived along this model. Pedagogic methods should be promoted which are democratic and participatory and the textbooks and other education material should be consistent with human rights values.

The fact that many children now spend more time with screens than with teachers (or with their parents) also affects human rights learning. While the technology is value-neutral, the messages picked up or sent may not be. Efforts by the school in the field of human rights may be undermined by impressions on the screen, often dictated by purely commercial interests.

The school has to relate to the supply on the net and be prepared to take the necessary discussions. However, as important is that human rights thinking and discussion is provided through the new media – which certainly is a major challenge in the light of the commercial and private nature of the media landscape.

Extra efforts are also required in order to ensure that minorities and disadvantaged groups are reached in human rights education programs. This requires that basic materials are produced in relevant languages, teachers are recruited from within these communities and that the pedagogic methods are culturally adapted.

Berlin. Im Oktober 2008 begeht die Menschenrechte-Organisation die Feierlichkeit zum 40jährigen Bestehen des internationalen Schreibdienstes für die Menschenrechte, der unter anderem in Deutschland, Nord Amerika, in Pakistan und in Asien wirkt. Die Menschenrechte-Organisation und der internationale Schreibdienst für die Menschenwürde Per Aspera wurde im Oktober 1968 gegründet.


Damals wie heute gibt es eine erschreckend hohe Anzahl von Ereignissen, die zeigen wie elementare Menschenrechte und die Würde von Menschen massiv verletzt werden.

Das Beispiel einer Frau, die Opfer von Willkür und Menschenrechts-Verletztungen wurde wird dokumentiert und macht deutlich, dass es auch 40 Jahre nach der Gründung von Per Aspera wichtig ist, dass Menschen mit Verantwortung handeln und sich für die Wahrung der Würde von Menschen und deren elementare Menschenrechte engagieren.

Doris Groger ist seit 1989 parteilose Ortsbürgermeisterin. Sie weigerte sich ihren Haushalt an das öffentliche Abwassernetz anschliessen zu lassen, weil sie eigenen Angaben zufolge eine eigene biologische Kläranlage besitzt. Das Amt Lieberose / Oberspreewald bestand auf die Einhaltung der geltenden Verträge mit dem Abwasserzweckverband. Die Verträge verpflichten alle Haushalte, entstehendes Schmutzwasser an das kommunale Netz abzuführen. In Klagen vor dem Verwaltungs- und Oberverwaltungsgericht wird der Zwang bestätigt. Das brandburgische Verfassungsgericht lehnte eine Beschwerde ab. Ortsbürgermeisterin Doris Groger kann und will diese Entscheidungen nicht akzeptieren: „Ich habe Klage beim Europäischen Gerichtshof eingereicht. Mein Rechte werden mit Füßen getreten. Sie dürfen das Grundgesetz nicht brechen.“

Ein Polizei-Groß-Aufgebot von 25 Polizisten stürmte das Anwesen der Unweltaktivistin und die Frau wird neben weiteren engagierten Bürgern und Bürgerinnen für den Umweltschutz auf ihrem eigenen Grundstück verhaftet. Das Grundstück wird an das öffentliche Kanal-Netz zwangsangeschlossen.

Erschreckend am Fall der parteilosen Ortsbürgermeisterin Doris Groger ist eindeutig, die Brutalität des Systems, dass aus Profitgründen gegen jedes Recht, gegen die Verfassung unseres Landes vorgeht, Menschen um ihr Eigentum, ihre Selbstbestimmung, ihr Recht auf körperliche Unversehrheit betrügt und dies mit Staatsgewalt durchsetzt.

Fast Übelkeit erregt hier, das Verhalten der Staatsorgane, hier besonders der Polizei. Nicht einer der Polizistinnen und Polizisten hält diesen Einsatz für inhaltlich richtig. Anstatt jedoch die im Grundgesetz festgeschriebene EIGENVERANTWORTUNG der Exekutive (besonders wichtig bei der Bundeswehr) anzunehmen und einen derartigen Einsatz aus Gewissensgründen zu verweigern, wird gehorsam gegen die Verfassung verstossen, eine Frau verletzt, das Hausrecht gebrochen, Eigentumsrechte gebeugt. Oder im Falle des Grundgesetzes: Kriege im Ausland unterstützt, was eindeutig unsere Verfassung (Grundgesetz) verbietet.

Unsere neue Republik hat aber 1948 gelobt, dass dies in der BRD nie möglich sein sollte. Nie wieder sollten Polizisten und Angehörige des Staatsdienstes in Wohnungen eindringen, Menschen auf die Strasse treiben und verschicken. Nie wieder sollten Polizisten sagen, tut mir leid, aber "Befehl ist Befehl". Niemand in Deutschland ist imstande, eine Gewissensprüfung gegen Anordnungen des Staates vorzunehmen und nur - wie vom "Bürger in Uniform" gefordert - die Dinge zu tun, die er vor seinem Gewissen verantworten kann. (Und dadurch auch später vor Gericht, nie wieder die Beamtenausrede: "Das war doch befohlen.....")

Die verbrecherische Haltung, den Machthabern zu dienen, auch völlig jenseits von geltenden Gesetzen, von der Verfassung ganz zu schweigen, ist so sehr deutsche Wesensart, dass es einem gruseln muss vor diesem Lande.....

Täglich werden einem in die Mailbox unerwünschte "Deutsche Reichs Parolen", die Leugnung der Judenvernichtung, "Ehrenschriften" der verbrecherischen deutschen Wehrmacht usw. gesandt. Auch bei den unglaublichsten faschistischen Verdrehungen und Verleugnungsakten, winkt bei jeder unserer Staatsanwaltschaften der zuständige Dezernent ab. "Sicher ist das Volksverhetzung, aber wir haben kein Personal diesen "harmlosen Spinnern" nachzugehen..." Natürlich nicht, aber eine Frau auf ihrem Grundstück zu überfallen, sie schwerer Misshandlung zu unterziehen, gewaltsam auf ihrem Grund und Boden Baumaßmahmen durchzuführen, aus Profitgründen, nicht der Umwelt zuliebe, dazu hat man willfähriges (!! und das erschreckt) Personal ohne Ende.

Wachsam ? Ist das noch genug ? Der Staat hat längst alle Rücksichten gegenüber seinen Milchkühen, den Bürgern, verloren. Er treibt Bürger in die rechte Ecke, erzeugt den Ruf nach dem starken Mann / Frau....Warten unsere Parteien längst in dieser Ecke ??

(www.democracynow.org ), a daily TV /r adio news show airing on more than 700 stations worldwide, is to receive its Communication for Peace Award. The ceremony will take place at WACC´s international conference „Communication is peace“: Building viable communities and in Cape Town, South Africa, 6-10 October 2008 (Monday to Friday).

Amy Goodman draws her inspiration from independent thinkers, artists, activists, journalists and alternative media around the world - those who challenge the powers that be. In 1991, Goodman traveled to East Timor to report on the Indonesian occupation of that country. The journalist Andreas Klamm has published many articles in daily newspapers since 1984 which are accounted as “liberal” and some of them are accounted as “left wing media” while other media outlets and magazines are accounted as “christian” media. He is co-operating since 1986 with many journalists from around the world, some of them have expressed to be of the Jewish, Muslim or even Christian household of faith. In 1986 he has founded the little independent magazine British Newsflash Magazine and in spring 2008 he became the co-founder of the international magazine MJB Mission News (ISSN 1999-8418).

In October 2007 for reason of faith, religion, political issues and for many other reasons the journalist has requested with the U.S. Department of Justice in Washington D.C., according to article 15, universal declaration of the Human Rights, declared in December 1948 through the United Nations the official change of the German citizenship to the American citizenship, which he prefers.

Observers from different countries have confirmed that the author and journalist Andreas Klamm suffers for about 19 months because of torture in Germany. Since about 19 months access to any kind of medical treatment, medical doctors and even dentist is denied. He wants to leave Germany and Europe, but somehow this request is also not granted at this moment. The journalist got disabled after three accidents in 1994, 1995 and 1996 and he needs medical treatment because of Asthma, back injuries and liver damages.

After being diagnosed with possible cancer, which is not certain, in the year 2003 he has declared that he wants not to die in Germany and neither wants to be buried in Germany anymore. He himself treats not as a citizen of Germany anymore.

After signing a public petition to stop the violence against the people in Burma the author and journalist has received from an US-UN Public Affairs officer an email with the statement: “ ... Your voice is crucial in our decision-making processes, and we want to reiterate our appreciation for your concern. By studying this increasingly important global issue, you become better, more engaged citizens. We remain committed to facilitating democratization in Burma and continue to move as quickly as possible to end this terrible situation. ...“

“I am not certain if I am accounted in the United States of America, U.S.A., as an U.S citizen already, but I still have some hope to be able to live some years in the US and to take action as citizen of the United States of America, journalist, author, broadcasting host, independent television- radio and film producer for liberty, democracy and peace before I might have to pass away after about 19 months living without any kind of access to doctors or even dentists.

However terrorists no matter in which masks they appear should try to understand and to learn, that they might be able to destroy some buildings and as a sad fact may even the life of people and investigative journalists, but you can not destroy the freedom, liberty, peace and spirit of so many precious people in the United States of America and even in other countries which are laboring hard for democracy, liberty and peace.

It is not easy to handle every day the pain after a car accident in 1994 and after an accident while being performing some horse-back riding in 1995. Because of many research in concern of the United Nations declaration of the human rights, I do know that information, expression of thoughts, the freedom of the press and journalists and even medical and social security and freedom are important and elementary for a vital democracy.

However I would be happy also if the U.S.A. would stop the terrible situation of torture against journalists which are disabled in Germany and which are working hard for democracy, liberty and peace, day and night by issuing as soon as possible the permission to live and work in the United States of America.”, said Andreas Klamm in concern of the email which he has received from an US-UN Public Affairs officer on October 23, 2007.

In April 2007 the targeted killing of poor people with disabilities has taken place in Germany and has been continued after a public debate held by the German parliament in Berlin.

Recently the author and journalist has declared “..that the war in Afghanistan is not a war in his name or in the name of the people in Germany. It is not a war in the name of all people in Germany. 20 million people in Germany do live beyond the poverty line and in poverty beyond description. Children, people with disabilities and even women have been starving to death in the country of Germany in 2007. Imagine if Germany would make the wise decision instead of building tanks for war to feed the poor citizen in Germany. This would have a great impact for peace, liberty, democracy and even social security. Most of these people do not want a war of any kind. People should try to learn that we are not competitors which are in a battle who is going to survive or not but that it is the duty of all human beings to understand and learn to live in peace and to support those which are in need instead to use weapons of mass destruction or to kill each other. The disasters which have taken place in this world such as the Tsunami in 2004 and all these earthquakes and hurricanes are already this worse, that political leaders should avoid to cause more disasters through war. My 2nd profession is to be a registered nurse (R.N., RGN) and from the experience when I became a nurse (R.N.) in 1993, also besides my 1st profession as a journalist I do know that it is certainly more difficult to save a life then to destroy a life. However I do believe together we can not only save one live but the life of many people and it is much better to save the life of people then to destroy the life of men, women and children in need.

The ongoing wars in Afghanistan and in Iraq is the war of some people in high places and in power but not the war of the people of Germany and neither the war of the people of the United States of America. The people of the United States of America and of Germany are not the enemies of the people in Afghanistan or in Iraq, but those which are the war makers and which do profit from war. Every one which is able to think, should think and every one which is able to listen should listen. Many people want liberty, democracy, peace and not war ! The people in Iraq and Afghanistan should know that this is not the war of the people of the United States of America and it is not the war of the people of Germany.

So far as I have learned many people in Germany and in the United States of America want peace, democracy and liberty and not that innocent woman and children get killed by German and American Military Forces in certain places such as in the countries of Afghanistan or Iraq. The most important duty of a journalist is the respect for the truth and for the right to the public to truth is the first duty of the journalist. Therefore I do believe no journalist or any other media person should participate in propaganda for war but take action for truth, peace, liberty and democracy. As is it written in the Holy Scriptures <> and NOT the war makers. In the Holy Scriptures it is also written: Thus saith the LORD of hosts; The fast of the fourth month, and the fast of the fifth, and the fast of the seventh, and the fast of the tenth, shall be to the house of Judah joy and gladness, and cheerful feasts; therefore love the truth and peace. Zechariah, Chapter 8, vers 19.”

Charges Dropped Against Democracy Now! Journalists – Investigation Needed

New York City / U.S.A. The St. Paul City Attorney's office announced Friday it will not prosecute Democracy Now! journalists Amy Goodman, Sharif Abdel Kouddous and Nicole Salazar. St. Paul Mayor Chris Coleman also issued a statement Friday that “the city will decline to prosecute misdemeanor charges for presence at an unlawful assembly for journalists arrested during the Republican National Convention.”


Both announcements come two weeks after the conclusion of the Republican National Convention where over 40 journalists were arrested while reporting on protests taking place outside the convention center.

Upon learning of the news, Democracy Now! Host, Amy Goodman said, “It's good that these false charges have finally been dropped, but we never should have been arrested to begin with. These violent and unlawful arrests disrupted our work and had a chilling effect on the reporting of dissent. Freedom of the press is also about the public's right to know what is happening on their streets. There needs to be a full investigation of law enforcement activities during the convention.”

Goodman was arrested while asking police to release Kouddous and Salazar who had been violently arrested while reporting on street demonstrations. After being handcuffed and pushed to the ground, Goodman reiterated that she was was a credentialed reporter. Secret Service then ripped the credential from around her neck.

During demonstrations on the first day of the convention police used pepper spray, rubber bullets, concussion grenades and force against protesters and journalists. Several dozen demonstrators were arrested, as was a photographer for the Associated Press.

John Lundquist, attorney for the Democracy Now! journalists, said, “The most notable lapse by law enforcement during the RNC was the record-breaking number of journalists indiscriminately arrested and detained for doing nothing more than performing in the best tradition of reporters who gather the news.”

In the weeks after the journalist arrests, tens of thousands of members of the public contacted St. Paul officials to protest the unlawful arrests of working journalists. Goodman said, “We were deeply moved by the outpouring of support. We thank everyone who called and wrote first to have us freed and then to have the charges dropped. We thank everyone who stood up for press freedom and the First Amendment.”

New York City/Washington, D.C./ London. Many people in the the entire world is paying attention on the situation which happened to independent journalists and the host of Democracy Now!, Mrs. Amy Goodman, while covering the events associated the the Republican National Convention (RNC).

Independent journalists, including famous broadcasting host Amy Goodman have got arrested. Associated Press photographer Matt Rourke, Democracy Now! anchor Amy Goodman and her two colleagues Sharif Abdel Kouddous and Nicole Salazar got arrested as we have learned and have been later released.


This follows, according to FREE PRESS, the arrest of an ABC News producer at the Democratic National Convention in Denver.

Amy Goodman can been seen on an independent media network in association with 700 station in the United States of America.

Free Press, the national, nonpartisan media reform group, called on St. Paul Mayor Chris Coleman and local law enforcement officials to drop all charges against all journalists arrested while covering protests outside the Republican National Convention.

In foreign places brave citizen of the United States of America are in serious danger for their life to defend elementary basic rights such as human rights, free speech, liberty and democracy – so far as we have learned through American media reports and official governmental reports.

The journalists, which have been charged and arrested have not committed any kind of crime by fulfilling the public duty to publish reports or in taking pictures for television about some kind of political RNC event.

The arrests and harassment of journalists covering the Republican National Convention are not right.

We call upon St. Paul officials to free all detained journalists and drop all charges against them. These include arrests made during police raids in the days prior to the convention and, on Sept 1, of Associated Press photographer Matt Rourke, Democracy Now! anchor Amy Goodman and her two colleagues Sharif Abdel Kouddous and Nicole Salazar.

The most important standard to journalists all over the world is the truth.

As you are able to imagine we are NOT happy about the charges against independent journalists and arrests of the journalists Amy Goodman, Sharif Abdel Kouduous, Nicole Salazar, AP photographer Matt Rourke and other journalists.

Des Teufels Ökonomen?

Eine Meinungsäußerung dazu von Hans-Jürgen Graf

In der Zeitschrift für Wirtschaftspolitik, Heft 2 (2008) findet sich ein Artikel zweier Ökonomen, bei denen man sich fragen sollte welche Vorlesungen sie in ihrem Studium geschwänzt haben. Liest man ihre Ausführungen zu einem immer noch zu hohem existenzsicherndem ALG II – Regelsatzes, dann könnte man meinen sie haben bei Prof. Sinn studiert und ihr Doktorvater ist Sarrazin.

Dem ist aber scheinbar jedoch nicht so. Christian Fischer, einer der Autoren trägt den Titel Diplom-Kaufmann und hat ihn, so liegt es nahe, bei seinem Co-Autor Prof. Dr. Friedrich Thießen erworben? Nun, sehen wir uns das Gebaren des letzten Jahrzehntes in der Wirtschaft, zumindest auf der Ebene der Großunternehmer an, dann dürften diese beiden tatsächlich im Trend der Meinung unserer führenden Wirtschaftsunternehmen liegen. In farbigen Worten und wissenschaftlich erscheinenden Schlussfolgerungen bereiten sie den Leser in ihren Ausführungen zu Anfang des Dokumentes auf ihre Sichtweise vor. Sie zitieren das Bundessozialgericht, das Sozialgesetzbuch und vieles mehr. Gut, jeder darf seinen Leser dorthin führen, wo er ihn haben möchte und wenn es dieser mit sich machen lässt.


In Punkt IV schreiben sie:

So könnte das Ziel „Teilhabe an üblichen Alltagsvollzügen“ vielleicht mehr durch Zuwendung und Anerkennung erfüllt werden, als durch Überweisung irgendeines Geldbetrages.


Leider bleiben sie die Erklärung dieser Äußerung schuldig. „Mehr Zuwendung“ statt „mehr Geld“ meinen sie also. Nun, die praktische Umsetzung möchte ich gerne mal sehen, vielleicht an den beiden Autoren als Probanden. Anstatt es den Menschen finanziell zu ermöglichen, ihre Freizeit eigenständig zu gestalten, kommt dann eine vierteljährliche Anerkennungsurkunde des Oberbürgermeister in der er uns Betroffenen die hohe Anerkennung ausspricht bis zum heutigen Tag überlebt zu haben trotz der wieder mal gekürzten Bezüge? Oder gibt es dann Stadtverwaltungssprechstunden mit 0-Euro-Jobbern, die zur monatlichen Schmusestunde einladen für Bezieher von ALG II und Sozialhilfe?

Aber ich möchte mich nicht allzu sehr an den eröffnenden Äußerungen der beiden Ökonomen festhalten, da diese sowieso in den seltensten Fällen vom Normalbürger nachvollzogen werden können. Und zumeist, so glaube ich das, wird mit Statistiken gearbeitet deren Aussagekraft wir ja kennen. Viel interessanter wird es weiter unten im gleichen Punkt. In den Erklärungen zur Ableitung des von ihnen zugrunde gelegten Warenkorbes schreiben sie folgendes:


Problematisch ist, dass sich Ziele der sozialen Mindestsicherung hinsichtlich einzelner Warengruppen widersprechen. So ist Alkohol und Tabak der Gesundheit abträglich, verletzt also das oben genannte Ziel A2 (Vgl. auch Steinhagen-Thiessen, 2001, S. 2), die fehlende Möglichkeit zum Alkoholkonsum kann aber das Ziel B5 verletzen. In derartigen Fällen liegt ein Zielkonflikt in Bezug auf ein Güterbündel vor, den wir derart gelöst haben, dass wir bei der Bestimmung der Obergrenze den Verbrauchsgewohnheiten der allgemeinen Bevölkerung (B5) und bei der Bestimmung der Untergrenze – bei Zielkonflikten – den Aspekten der physischen Existenzsicherung (A1 bis A4) die Priorität einräumten.


Sie beziehen sich auf eine Grafik im Dokument, die deren Sicht einer existentiellen und soziokulturellen Sicherung begreiflich machen soll. In dieser Tabelle untergliedern sie die Sicherung im sozialrechtlichen Grundhilfebezug folgendermaßen:

B5. Teilnahme an üblichen Alltagsvollzügen der Gesellschaft


Bereits in der Gegenüberstellung dieser beiden Ausführungen und der Schlussfolgerungen im obigen, zitierten Text, dass der Genuss von Alkohol und seine Gesundheitsgefährdung gegen das im Sozialhilferecht bestehende Ziel der Gesundheitsversorgung verstoßen soll, liegen diese beiden Ökonomen aber schon weit daneben. Die beiden verwechseln, meiner Ansicht nach, Gesundheitsversorgung mit Gesundheitsvorsorge. Die Gesundheitsversorgung ist eine ganz einfache Sache. Die Hilfebezieher werden eben zum günstigsten Tarif bei einer Krankenkasse versichert und haben so zumindest das Anrecht darauf, beim nächsten Krankheitsfall einen Arzt fragen zu dürfen. Ob der ihnen aber hilft, das ist dann noch nicht sicher.

Eine Suchtprävention, wie es in manchen Fällen tatsächlich hilfreich wäre, erhalten die Hilfebezieher aus SGB II und XII sowieso nicht. Und jedem generell das Recht abzusprechen Genussmittel zu gebrauchen, das ist meiner Ansicht nach bereits totale Kontrolle und die hatten wir schon mal und brauchen wir nicht wieder. Sie begründen es mit der „Verletzung des Prinzips der Hilfe zur Selbsthilfe“ im Sozialrecht. Da sieht man dann mal richtig, wo Sachverstand aufhört und Fachidiotie ihren Beginn haben könnte? Schon allein aus dem Prinzip „Hilfe zur Selbsthilfe“ ist keinesfalls der staatsdiktatorische Wegfall von Konsumgütern gemeint. Nein, als Beispiel – die fachmännische oder fachfrauliche Hilfe durch Therapeuten – zur Überwindung einer Suchtlage. Wenn ich es denn unbedingt auf Alkohol und Zigaretten begrenzen will.

Blicke ich nun in die Aufstellung des Minimalwarenkorbs und des Maximalwarenkorbs der Autoren, dann frag ich mich wo diese Herren eigentlich wirklich leben? In einigen Passagen wirkt dieser Minimalwarenkorb auf mich, als leben seine Ersteller in der fernen Galaxie des „Wünsch’ Dir was“-Planeten, auf dem jede Organisation zur Verschenkung gebrauchter Güter jeden Tag, Tag der offen Türe hat und so viele, viele Möbel und andere Gebrauchsgegenstände, dass man auch an alle Hilfebezieher was abgeben kann. Nur berücksichtigen sie keineswegs den Trend der Second-Hand-Sozialmärkte. Das Rote Kreuz z. B. hat seine Möglichkeiten schon lange entdeckt und verschenkt keine Möbel oder Kleidungsstücke mehr, sondern verkauft sie. Sie leeren Wohnungen, wenn diese aufgelöst werden, besonders bei Todesfällen, zahlen dafür nichts. So ist es mir zumindest bekannt und verkaufen dann die brauchbaren Möbelstücke und Kleidungsstücke in ihren Märkten für doch manchmal ganz ansehnliche Preise.

Gehe ich weiter in der Auflistung zum Mininmalwarenkorb in dieser Studie, dann frage ich mich auch welches Menschenbild diese Autoren eigentlich haben. Jedenfalls muss es das eines „genormten“ Menschen sein. Sie belegen es in ihrer eigenen Studie.

Mit einer Pauschale für schriftliche Kommunikation im Mindestfall und einem Handy mit billigstem Tarif im Maximalfall verfallen die Autoren wiederum ins Fahrwasser ökonomischer Diktatur. Sie wollen den Hilfebeziehern vorschreiben, wie viele Briefe sie schreiben dürfen und bestenfalls mal ein Prepaid-Handy nutzen, das man dann vielleicht monatlich wechseln muss, weil jedes Mal eine andere Gesellschaft eine Sim-Karte mit 10 oder 20 Euro Guthaben anbietet? Spätestens hier sollte dem geneigten Leser der Geduldsfaden gerissen sein und es fällt schwer, sich dieser „Ausgeburt ökonomischen Denkens“ weiter zu widmen. Der Abschuss dieser Studie sind dann die Auflistungen bezüglich der Teilnahme am öffentlichen Leben. Minimalst gestehen sie den Hilfeempfängern gerade mal den einen Euro Gebühr im Monat für die Stadtbibliothek zu, denn dort gibt es ja ein Meer an Informationsmöglichkeiten, wie Zeitungen, Zeitschriften, Bücher und Internetzugänge. Nur als Maximalfall bekommt man bei den beiden Ökonomen ein Radio und einen Fernseher und darf viermal im Monat an öffentlichen, kostenpflichtigen Veranstaltungen teilnehmen; was ja der Minimalfall nicht darf. Und sogar die Art der Besuche schreiben sie vor. Kino, Stadbibliothek, Theater, Schwimmbad sind die genehmigten vier Besuche pro Monat für privilegierte Hilfebezieher.

Nun dachte ich, es könnte eigentlich nicht mehr schlimmer kommen. Doch die Wirklichkeit setzte diesem Glauben ein Ende. Die Gegenüberstellung der zugrunde gelegten Warenkörbe brachte mich zum Lachen. Allerdings ein Lachen der Verzweiflung über zwei Ökonomen, die sich tatsächlich trauten dies auch noch zu veröffentlichen. Hier strotzt es nur so von „Belohnungs- und Bestrafungsstrategien“ im Minimalwarenkorb und im Maximalwarenkorb. Nun fühle ich mich bestätigt in meiner Vermutung, dass hier ein privilegierter und ein nicht privilegierter Hilfebezieher geschaffen werden soll. Man möchte innerhalb der Leistungssituation noch eine zusätzlich Droh- und Strafmethode haben. Ist man privilegierter Maximalbedarfsbezieher, dann muss man aber auch ganz brav das machen, was Papa Staat vorschreibt ansonsten wirst Du ganz schnell Minimalbedarfsbezieher. Und dann gibt es keine Polstergarnitur mehr im Wohnzimmer, dann schrauben wir von den vier Deckenleuchten, drei wieder ab. Und von den genehmigten 4 Tellern nimmt der Arge-Vollzugssachbearbeiter dann wieder 3 mit und so weiter.

Wer ist denn eigentlich der Privilegierte und der Nichtprivilegierte in dieser Studie? Der Privilegierte ist der nichtrauchende und nicht Alkohol trinkende Hilfebezieher, der brav darauf achtet dass er auch ja nichts gesundheitsschädliches mehr zu sich nimmt, sich fit hält, sein Gewicht reduziert und letztlich kaum Kontakte zur Außenwelt hält. Tut er das alles nicht mehr, oder auch nur ein einziges von diesen Merkmale stimmt nicht mehr, dann so denke ich wird er sehr schnell nicht mehr privilegiert sein und nur noch den Minimalbedarf erhalten. Nur, wer kontrolliert dieses „sozialhilferechtliche Paradoxon“? Vielleicht hoffen die Autoren insgeheim darauf, dass sich Dr. Schäuble mit der Bundeswehr im Innern doch noch durchsetzt, und wir haben dann alle einen oder zwei Soldaten, die uns bei unseren täglichen Aktivitäten begleiten?

In weiteren Tafeln zeigen die Autoren, wie sich das Preisverhältnis zu den einzelnen Positionen des Warenkorbes, minimal und maximal, vorstellen. Bei der Lektüre dieser Ausführungen musste ich dann doch einige Pausen einlegen.

Ein Bett mit Lattenrost soll für 99,- Euro im Minimalfall erhältlich sein. Das möchte ich sehen. Ein gebrauchtes Bett vielleicht, aber möchten Sie auf einer gebrauchten Matratze liegen? Denn eine andere werden sie für diesen dort angegebenen Preis nicht bekommen. Dann könnten wir auch auf gebrauchte Unterwäsche zurück greifen, oder? Gleiches gilt für mich, für die Bettwäsche zu 5,99 Euro. Ich habe keine original verpackte zu diesem Preis gefunden.

Ein Kinobesuch begegnete einem in dieser Auflistung mit 1,50 Euro. Wo gibt es diese Preise? Zuletzt sah ich diesen Preis an einem Daumenkino. Sollten diesen Preisen regionale Vereinbarungen für sozialschwache Familien zugrunde liegen, dann dürfte diese Auflistung sowieso außer Konkurrenz laufen. Es findet sich auch eine lächerliche Pauschale für Postdienstleistungen von knapp 2 Euro. Eine echt „großzügige“ Bemessung, wenn ich schon mit der ARGE meist per Einschreiben korrespondieren muss. Damit kann ich keinen einzigen Einschreibebrief abschicken. Denn die Einschreibgebühr beträgt bereits 2,60 Euro und das Briefporto kommt noch hinzu.

Ebenso zeichnet sich die Lage bei Bekleidungsartikeln in dieser Studie. Ein Rock, eine Hose für knapp 8 Euro. Ein Unterhemd für 1 Euro, Socken für 0,33 Euro und so manches mehr. Nun, bleibt den Hilfebezieher nichts anderes übrig als sich mit diesen Obergrenzen versorgen zu müssen, dann werden nun in Deutschland nahezu 8 Millionen Menschen gezwungen sein, durch ihnen per Diktat auferlegtes Kaufverhalten, minderwertige Kleidung zu kaufen die keine lange Haltbarkeit hat. Und es muss dem Menschen die Freiheit gewahrt bleiben, zumindest im Bekleidungsbereich nicht auf gebrauchte Artikel zurück greifen zu müssen. Durch den Kauf von extremen Billigprodukten auf dem Bekleidungs- und Textiliensektor unterstützt der gezwungene Hilfebezieher aber dann auch die Ausbeutung von Kinderarbeitern in den betreffenden Ländern und die weitere Vernichtung natürlicher Ressourcen. Tja, money makes the world go around...!


Nun, eine Studie die meiner Meinung nach ein Konglomerat ökonomistischer Diktatur, Spaltungsmethodik noch in der Menge der Hilfebezieher und menschenverachtenden Gedankengutes darstellt. Diese Studie liefert uns, so meine Meinung, den Beweis dass die Ökonomie auf ihrem Weg zur „Vervollkommnung“ den Menschen auf der Strecke ließ. Womöglich war es auch nie vorgesehen, den Menschen an sich und seine Würde, tatsächlich mit zu nehmen?

Dr. Frankenstein und sein Faktotum wagten sich in den Bereich der Sozialhilfe und schufen ein „Monster“, das dem Volk noch große Schwierigkeiten bereiten wird wenn es nicht handelt.
